Meet Amber
Amber Burris is a senior healthcare compliance and privacy executive with deep expertise in building and leading enterprise‑level compliance, risk, and program integrity programs. With more than a decade of leadership at Cardinal Innovations Healthcare, she is known for strengthening organizational integrity, elevating regulatory readiness, and guiding complex Medicaid and behavioral health organizations through operational and structural changes.
At Cardinal, Amber served as Compliance & Privacy Officer, Director of Compliance, and Director of Special Projects, where she established the organization’s first enterprise‑wide compliance department and built foundational internal audit, HIPAA privacy, and Special Investigations Unit (SIU) functions. She chaired the Compliance and Risk Management Committee, led enterprise risk assessments, and delivered strategic reporting to the Board Audit Committee.
Amber holds dual MBA/MHA degrees from Pfeiffer University, a BA in Psychology from UNC‑Chapel Hill, and certifications in Healthcare Compliance (CHC) and Healthcare Privacy Compliance (CHPC). She brings a rare combination of operational insight, regulatory expertise, and strategic leadership.
