Over the past several months our team of associates has grown and grown! CCR, Inc. now has over 400 years of combined experience in Health and Human Services. Join us in welcoming three of our newest associates, Gary Bowers, Connie Cochran, and Steve Owen.
Gary Bowers, JD
Gary Bowers has worked in the healthcare arena for over 35 years, beginning first in the practice of health law, then as an executive director for a North Carolina healthcare trade association for almost seven years. He then spent almost three decades in healthcare consulting, serving as the executive director of a hospital network, and as the chief operating officer of a post-acute healthcare provider. Gary brings a broad array of knowledge in healthcare administration and finance, including the areas of Medicare, Medicaid, and provider reimbursement. Having helped establish the State’s first Health Information Exchange by linking 16 independent hospitals’ clinical data in Western North Carolina, he is a valuable addition to our team!
Connie Cochran has over 40 years of experience and most recently served as a Deputy Commissioner with the Virginia Department of Behavioral Health & Development Services. During his five plus years with Virginia, Connie was responsible for downsizing the state operated Developmental Disabilities Training Centers, developing new Medicaid Waiver funded services, and implementing new systems and processes set forth in the 2011 U.S. Department of Justice Settlement. From 1985 to 2013, he was the Chief Executive Officer of three successive non-profit agencies. Connie also has extensive experience in organizational management and structures that deeply enhances the expertise of the CCR, Inc. team.
Steve Owen brings over 40 years of healthcare management and finance experience, and in 2008 accepted the position of Chief Business Officer at the North Carolina Division of Medical Assistance (Medicaid). Steve served as Chief Executive Officer and Chief Financial Officer in hospitals in North Carolina, Maryland, Pennsylvania, and Missouri. Subsequent to his tenure at the Division of Medical Assistance, Steve served for six years as a lead fiscal analyst for North Carolina General Assembly’s Fiscal Research Division, with primary responsibility for the Medicaid, Health Choice, and behavioral health services including the state operated facilities. Steve’s experience and knowledge around healthcare policy and finance offer significant benefits to our healthcare related clients.
